1/21/2011- Response to Intervention (RTI)  cannot be used to delay Special Education Assessment:
Office of Special Education Programs (OSEP) issued a memorandum to Districts reminding them that Response to Intervention (RTI) techniques cannot be used to delay a special education assessment. Though there isn't hard data on how often that occurs, enough anecdotal reports had reached OSEP that a letter was warranted.
